Broad-based fees for institutions within the State University of New York (SUNY) are generally charged to all enrolled students to finance discrete activities that benefit the student body—excluding those activities that are part of the core instructional program.

Buffalo State's broad-based fees include the athletics, college, health, technology and transportation fees. 

Broad-based fees are intended to work in concert with SUNY's rational tuition plan, providing students and their families with information that will help them to plan for the costs of college. SUNY's expectations for campuses include:

  • Student consultation through open forums
  • Annual increases limited to covering mandatory costs, expansion of existing services, provision of new services or upgrades to equipment.
  • A rolling five-year plan for broad-based fees

Other Fees

The student activity fee supports programs that benefit Buffalo State students, including programs for cultural and educational enrichment and recreational and social activities. A student-body referendum, held every two years, determines whether student activity programs will be supported by either voluntary or mandatory student fees.

A mandatory graduate student fee helps to support research and scholarship, participation in professional organizations, travel expenses for professional purposes, and professional development opportunities.

At Buffalo State

Buffalo State's Student Accounts Office manages the collection of tuition and fees for the campus.

Broad-based fee waivers are granted for Buffalo State students who meet one of these conditions:

(1) those who are enrolled in study-abroad;

(2) those who reside outside of Erie and Niagara counties and are enrolled exclusively in online courses; or

(3) those who reside outside of Erie and Niagara counties and are participating exclusively in off-site internships, master’s project, student teaching curricula, or similar that never meet on campus.

  • Please note that courses taught via remote instruction are not considered to be online courses and therefore are not eligible for broad-based fee waivers. Those enrolled in remote instruction classes are not eligible for fee waivers.
  • Fees subject to waiver are the athletics and transportation fees. 
  • The International and Exchange Programs Office performs the fee waiver application process on behalf of study-abroad students; all other students seeking fee waivers must apply for them each term or semester via Banner, SUNY Buffalo State's integrated student information system. 
  • Inquiries about health fee waivers should be directed to the Weigel Health Center.  The Health Center will notify the Student Accounts Office of any necessary adjustments.
  • Summer session is deemed one semester for consideration of broad-based fee waivers.
  • Fee waivers are not automatic. Students must apply for them.
